There is an underground world in the city - the heart of capitalism, production, finance, and dark pleasures. The people of the underground world have base level lives, where most of them are laborers. Kim Cheol-geun, a laborer of Hannam Ironworks, attempts to create an organization among those who are constantly threatened by lay-offs, but it is not an easy task. One day, Min Hyo-seok, a surveyor of a company, visits the underground world to get a grasp of the overall number of unemployed persons and meets Seong-geun, Kim Cheol-geun's younger brother. He gives an enlightening lecture to the underground people. Heo Jae-min, a delinquent bum laborer, meets Min Hyo-seok and Kim Cheol-min and joins in their business.
